Banking readiness — sample evidence brief
Bank liquidity and credit readiness — illustrative brief
Business question: which bounded readiness services could support banks and infrastructure sponsors? Focus on liquidity, asset classification, project finance and credit-model governance.
Checked 27 October 2026. Public-source scoping report with fictional calculations; not a client assessment, legal opinion, audit opinion or compliance certification. No bank data, interviews or outreach.
Regulatory verification register
| Topic | Verified scope | Limit / next check |
|---|---|---|
| Liquidity / B1 | Official record confirms TT50/2026/TT-NHNN, issued 30 September 2026, effective 1 December 2026. | The complete PDF could not be read here due to retrieval size. Provided phase-in percentages, dates and early-adoption/LDR conditions remain pending article-level verification; effective date is not the same as every ratio deadline. |
| Asset classification / B2–B3 | TT31/2024 covers asset classification, effective 1 July 2024; TT37/2025 amends it. | Use an updated legal set, not TT31 alone. Provisioning mechanics need a separately verified applicable legal basis; do not equate IFRS 9 ECL with local regulatory classification. |
| Funds / B4 | Official record confirms TT136/2025 amends fund-management rules and is effective 12 February 2026. | A retrieved secondary full text [B7] describes a 65% basket containing multiple asset types, not exclusively infrastructure bonds. Verify the signed text before using that threshold. A fund rule is not an authorization for IBBC Capital to manage a fund or arrange an issue. |
| Other user inputs | Letter 9608, AI selection deadline, NPL/coverage figures and aggregate infrastructure funding needs are research leads. | News corroboration [B8–B9] was found for the letter and AI initiative, but original documents, eligibility and the cited figures are not fully checked. Exclude them from sales claims or filing deadlines until verified. |
Commercial interpretation
Regulatory change supports a plausible preparation need, not proof that a particular bank has a consulting budget or will appoint IBBC Capital. Likely sponsors are ALM/Treasury, Risk, Finance and regulatory reporting; vendor access and a qualified delivery lead still need validation.
Start with a bounded readiness diagnostic: requirement-to-data mapping, reconciliations, ownership and an evidence-backed action plan. Full implementation, independent assurance and production scoring are separate engagements with different capability and independence requirements.
Synthetic calculation — no Vietnamese compliance conclusion
Basel background: LCR relates HQLA to net stressed outflows over thirty days; NSFR relates available stable funding to required stable funding. Local definitions, eligibility, weights, caps and reporting scope must be mapped separately. [B5–B6]
Assume already-adjusted HQLA=120 and net outflows=150, in the same arbitrary unit: illustrative LCR=80%. Assume ASF=900 and RSF=1,000: illustrative NSFR=90%. These numbers contain no real-bank data and are not calibrated under TT50.
Sensitivity only: reducing HQLA by 10 and increasing net outflows by 20 gives 110/170=64.71%. Reducing ASF by 50 with unchanged RSF gives 850/1,000=85%. Neither shock is a prescribed regulatory scenario or a pass/fail test.
Readiness evidence checklist
- Applicable entity, reporting scope and transition date
- Approved requirement register with article and version
- Data dictionary: product, currency, maturity, customer type and encumbrance
- Source-to-report lineage and reconciliation to accounting totals
- HQLA eligibility, haircuts and double-count controls
- Outflow/inflow assumptions and limits with supporting evidence
- ASF/RSF mapping and maturity treatment
- Manual overrides, approvals and change history
- Synthetic calculation, negative tests and reproducible reconciliation
- Issue owner, severity, due date and retest evidence
Adjacent workstreams
Credit: review the classification decision trail, overdue-day inputs, restructuring flags, accrued-interest reconciliation and exception handling. Record disputed cases for the bank’s authorized decision-maker; do not auto-reclassify real borrowers in this sample.
PPP: review model integrity, construction/operating assumptions, cash waterfall and downside debt-service capacity. AI credit: begin with model inventory, intended use, data rights, validation evidence, drift and override controls. These are proposed scoping areas, not findings about a client.
