IBBC Capital Risk & Tokenization Infrastructure

MF-RTI · Evidence before decisions. Controls before issuance.

A proposed architecture connecting risk analysis, asset digitisation, compliance workflows and data interoperability. Start with a working local evidence-and-change review core.

01 · AI Risk Analytics

Fixture core · AI model planned

Trace CAPEX changes through financial calculations, review conditions and versioned reports. Credit and ESG scoring require licensed data and independent model validation.

02 · Tokenization Layer

Planned · no issuance or custody

Design asset-rights, transfer restrictions and lifecycle controls before any sandbox issuance. Tokens do not establish legal title by themselves.

03 · RegTech & Review

Fixture review · compliance adapters planned

Separate preparer and reviewer aliases, preserve report versions and record changes. KYC/KYB, AML screening and regulatory reporting are not connected.

04 · Data & Interoperability

Local fixture · external APIs planned

Version inputs, units and source hashes. Future bank, registry and supply-chain adapters require data rights, contracts and verified interface specifications.

Build the core in verifiable stages

1. Evidence & Change-Impact Engine

Implemented fixture scope: one project, one CAPEX change, deterministic finance, affected-node graph, separate fixture reviewer, immutable report snapshots and database reopen tests. This is not a validated credit score or an AI prediction model.

2. Risk governance & security gates

Before real data: tenant isolation, real authentication, MFA, managed encryption keys, file quarantine/scanning, retention/deletion, backup recovery, incident response and independent security testing. Financial acceptance never closes unresolved legal or evidence risks.

3. Tokenization pilot gates

Define enforceable asset rights and redemption, authorised participants, custody/key responsibilities, transfer controls, reconciliation and rollback/incident procedures. Require legal review and applicable approvals before any issuance; no wallets or chain transactions in this local prototype.

4. Integration & pilot acceptance

Use documented versioned APIs, scoped permissions, replay-safe events, reconciliation and failure handling. Benchmark accuracy, provenance coverage, review time and recovery against an agreed baseline. A buyer, usable data rights and regulator/partner acceptance remain unverified.

Regulatory references: scope, not certification

VSA 540 concerns auditing accounting estimates; it is not “VAS 540” or an AI scoring certification. Circular 31/2024 concerns asset classification for specified credit institutions; current amendments and applicability require legal mapping. No November 2026 launch date or mandatory MF-RTI adoption is asserted.

The local engine runs separately from this static website. The sample report below is a saved illustration, not a live MF-RTI deployment.
